Check decision proposals without filing them

Answers, for each proposal, what POST /api/v1/org/decisions would answer it with now, and writes nothing: no proposal or activity event is created or changed, and no row or lock is held past the request. The proposals are judged as the caller, by the same validation and refusal logic the upsert runs, against the read replica, so a result can trail a write made a moment before. Each result is ok (the upsert would take it), refused with exactly the status code and body the upsert answers, or unknown when the check could not be evaluated; a client must not read unknown as ok. A check takes at most 24 proposals; a larger one is refused with 422 and nothing is checked. Bearer-PAT twin of the browser route of the same name under /org; the console’s session cookie is not accepted here and the browser route answers a token with a login redirect.
